On October 7, 2025, at the DFNC3 forum in Kyiv, U.S.-based LeVanta Tech Inc. signed a cooperation agreement with Ukraine’s Ukroboronprom. The focus is on developing hybrid unmanned systems that operate both on water and in the air, under the “float-and-fly” concept.
This includes joint R&D, prototype testing in Ukraine, and training for local engineers. LeVanta Tech’s CEO, Kelly Echols, noted Ukraine’s strong position in unmanned technologies. While the drones are still in development with no set timelines for deployment, this partnership could support ongoing advancements in maritime operations.
Some media outlets have been overly optimistic about the technology’s prospects, generating hype rather than grounding their coverage in the factual details of the agreement.
